A District is the polymorphic spatial building block of CodeLand — an environment of C/_ Pages that can build other Districts, rendered as pads and pods [src: HOS-Webdoc/web/src/data/hos-specification.ts:581]. In the CodeLand kernel ladder it is "a hyper-entity holding both the organization of the digital world (operations) and the organization of the physical world and its divisions (intent)" [src: wiki/engines/cognis-and-kernels.md:58]. Every District is a Holon District — simultaneously whole and part, recursively composed of Holon Districts, self-similar at every scale [src: wiki/architecture/holon-districts.md:7].

Code ships a subset. Per D20, "Codebase (Option B) is a subset of A — missing OPStage/Store/Club/Community/Supply Networks/Industrial Park, will be added in P3 + later phases" [src: HOS-Webdoc/web/src/data/hos-specification.ts:423]. The live registry nests districts under their OS (Cosmos: trade-chamber/trade-route/trade-table; Mainland: hub/prolab/neural-library/workstation/neural-academy; Bastion: commitments/vault; Remotica: room) [src: HOS-Webdoc/web/src/lib/hos-architecture.ts:68-419], and lib/districts/ carries further venture districts plus fortress/ and lighthouse-district/ folders [src: HOS-Webdoc/web/src/lib/districts/].
The Holon-District organs. The 2026-06-12 owner directive makes six organs invariant inside every Holon District: ProLab · Workstation · Library · Academy · Fortress · Lighthouse — "present at every level of the recursion", dividing the district's whole data spectrum [src: wiki/architecture/holon-districts.md:24-33]. The owner's 2026-07-10 prompt restates them as Kernel Districts: "the Holon District that composes, built it and will maintain it. The Kernel Districts prolab, fortress, library, academy, workstation, lighthouse." Open question
To the owner: the canonical 20-district list (D20) contains neither Fortress nor Lighthouse, yet (a) code ships lib/fortress/ and lib/districts/fortress + lib/districts/lighthouse-district [src: HOS-Webdoc/web/src/lib/districts/], (b) the 2026-06-12 Holon-District directive makes them two of the six invariant organs [src: wiki/architecture/holon-districts.md:24], and (c) OWNER-2026-07-10 names them Kernel Districts [src: wiki/development/prompts-archive/by-topic/knowledge-management-and-concept-modeling.md:596]. Should the canonical list be amended (Fortress ≈ Vault+Commitments? Lighthouse added?), or do "Kernel Districts/organs" form a separate canonical set orthogonal to the 20? Until ruled, cards treat the 20-list as the district list and the six organs as the Holon-District kernel set.
